Advocates in Communities Team (ACT) of South Central Kansas Our Mission What is ACT? ACT Logo A multi-county team comprised of community developmental disability organizations (CDDOs), community service providers, families, legal guardians, advocates and other interested parties. We represent a total of 2,031 individuals who have developmental disabilities.
Community-based disability services work!
Funding for people with developmental disabilities comes primarily from the HCBS Medicaid waiver, for which the State of Kansas contributes approximately 40% and the federal government contributes 60%. Citizens with developmental disabilities in Butler, Cowley, Harvey, Marion and Sedgwick counties are waiting for some or all of the services they need, which are the supports that help them work and live in their communities. Reimbursement rates for community service providers have not kept pace with the cost of providing quality services, even as additional individuals have entered community services with the closure of state institutions. Community providers have seen periodic reimbursement increases averaging under 1% per year in the past decade. As a result, some community providers report direct-care staff turnover rates in excess of 100%. This creates a detrimental effect on the quality of services they can provide.
